Thames Valley Police neighbourhood policing

A Vauxhall van, OU57AYP, of the Thames Valley Police seen here in the city centre in Oxford, England.
It mentions 'neighbourhood policing', does anyone know what that really means in this case?

Comments:
I think vehicle can double up as a moible police station. Thus taking the station to the neighbourhood, as it has the facilities on board for the taking of statements etc as well as a cell at the rear.
