This car Citroen C5 is actually not a real police car. These are vehicles leased by the National Police for special occasions. Hence the hood "police" unconventional vehicle registration in the department of Oise (No. 60) known to house some of the fleets of rental vehicles "Avis" and "Hertz".
Brings up a nice question: when is something a police car? When it has full livery? When it is owned by the police? (note that a lot of them are leased anyway rather then outright owned) I would think that if it is adapted in some way and recognisable as a police car, it has a place on this site. Oh, and private police, or private security firms don't count ;-)
In fact all police rent cars are a police car when they have got a police hood, lights, ... Police rent this type of cars for special events (official transport for Bastille Day, big operations, ...) everywhere in France.
